Arden Consult's regulatory alert indicates that this move effectively places operators at the center of the enforcement process. If uncertified suppliers are discovered, operators may be directed to terminate their services, and could even receive a cessation letter. This mechanism acts as a compliance filter within the supply chain, with operators playing the role of frontline compliance gatekeepers. Even if suppliers are not directly targeted, if operators cannot prove that their ecosystem meets PAGCOR certification requirements, they may face business interruptions.
Certification list: 37 content providers listed
The publicly disclosed certification list by PAGCOR has started to send market signals. As of March 5, the electronic gaming license department has listed 37 certified game content providers, 6 game aggregators, and certified support service providers covering payment channels, marketing services, customer support, and KYC systems. Suppliers appearing on the list may be considered commercially viable partners by operators, while those with unclear regulatory status may face stricter compliance scrutiny. These public lists have become a reference tool for operators' compliance teams and procurement departments.
Time pressure: Deadline March 31, suppliers need to accelerate
The approaching deadline is putting real-time pressure on suppliers. Although the formal certification application deadline is March 31, consulting agencies point out that the effective window may be shorter due to the upcoming Holy Week holiday in early April in the Philippines, which may affect regulatory processing and follow-up. Suppliers who have not yet completed certification can still advance through direct certification applications, collaboration with certified GSAs, or distribution through local intermediaries in the Philippines. However, as regulation is enforced through operator procurement channels, suppliers unable to demonstrate compliance progress may face the risk of being excluded from the operator ecosystem.
